The delegation of Turkmenistan headed by the President of Turkmenistan Gurbanguly Berdimukhamedov attended the 65-th session of General Assembly of the United Nations in New York on 19-23 September, 2010.
Along with other world leaders, on 20 September, 2010 from a tribune of the United Nations the President of Turkmenistan delivered the speech. In his address the President of Turkmenistan Gurbanguly Berdimukhamedov initiated new approaches directed on strengthening of peace and ensuring of global energy security. Thus the special accent has been made on innovative character, constructability and clearness of approaches of the President of Turkmenistan to problems of the present both regional and world scale.
With regard to the issue of ensuring the global energy security the President of Turkmenistan called upon for creation under the auspices of the United Nations the expert group for development of universal mechanisms on the guarantees of reliable and safe energy transit to the world markets and in the future special body – Energy Council of the United Nations which is called to provide political format and organizational conditions for system, professional discussion of all issues related to the energy.
In his speech the President of Turkmenistan Gurbanguly Berdimukhamedov proposed to the United Nations actively participate in the development of transport and communication infrastructure in Central Asia and Caspian Basin. On this issue he called upon an active involvement of specialized structures of the United Nations, first of all, the European Economic Commission, the Economic and Social Commission for Asia and Pacific Ocean.
With the purpose of resolving serious environmental problems in Central Asia, in particular rescue of Aral Sea and rehabilitation of unique natural riches of Caspian Sea the President of Turkmenistan proposed to create special international expert group which in cooperation with the United Nations and its structures could prepare the complex international legal document on rescue of Aral Sea. For strengthening of this issue, the President of Turkmenistan suggested to consider the opening of regional office of UNEP in one of the states of region. In this context he expressed readiness of Turkmenistan to give for this purpose a necessary infrastructure. Further, the President of Turkmenistan mentioned that the major problem which is directly connected with ecology is use of water resources. In particular, the effective use water recourses in Central Asia represents itself as one of the defining factors of influencing to the dynamics of social and economic development of Central Asian states. In this regard, in the address he emphasized about necessity of solving water issues on the basis of the conventional norms of international law, in view of interests of all countries of region and at active participation of the world community on behalf of the United Nations and other authoritative international organizations.
At the 65th Session of the UN GA the President of Turkmenistan Gurbanguly Berdimukhamedov proposed to establish High level Forum on security, peace and cooperation in Central Asia and Caspian Basin and expressed readiness of the Turkmen party to organize the first session of the Forum in Ashgabat in acceptable time. As the President of Turkmenistan noted - regular organizing of this Forum on rotation base in each country of the region will provide a correct choice of priorities of cooperation, will allow concentrating efforts to concrete projects.
With regard to solving the world conflicts, in particular, on settlement of situation in Afghanistan, the President of Turkmenistan noted that the United Nations which has enormous peace-making experience and strong legal base of the international cooperation should act as the generator of constructive dialogue on solving the Afghan issue. In this connection, by the President of Turkmenistan was offered to organize in Ashgabat the High-level International Conference on strengthening of confidence measures in Afghanistan and development of effective institutes of the state under the auspices of the United Nations.
In the address of the President of Turkmenistan at the UN GA were outlined a concrete measures on further assistance to Afghan people. It is preparation in Turkmenistan on programs of the UN Afghan staff for structures of management in various branches, development of transport and energy infrastructure, including due to construction of the railway from Turkmenistan to Afghanistan and a gas pipeline Turkmenistan-Afghanistan-Pakistan-India, increases of supplying of the electric power to neighbor country.
Turkmenistan considers projects of creation in the region the modern, branched out infrastructure railway and an auto communication in directions the North-South and the East-West and other initiatives, first of all - constructions Trans- Afghanistan gas pipeline, called to render essential influence on development of economy of Afghanistan, to help solving the main social issues including the employment, to promote attraction of investments.
Moreover, within the framework of the visit to New York and his participation in the forum of the UN the President of Turkmenistan met with Secretary General of the UN Ban Ki Moon and was held bilateral negotiations with American business elite, number of head of states and international organizations. A new initiatives and proposals outlined in these meetings and speech of the President of Turkmenistan in the UN have found a great resonance in international political and business circles.
